MOD-WB and WB Generator are disabled: their only write route
(POST/PATCH on tables) was removed per decision D-2026-08-29 §2, and
rebuilding them on governed doors is its own lane (R-3). The WB
write-back runs through the CLI lane (ingest_wb).
